Under the Perak Pensions Law, Mr. Cowan may count as service on full pay, for pension from the Federated Malay States, a period not exceeding three years during which he may be absent on leave without salary, if such leave is granted on grounds of public policy. Mr. Cowan will count as such leave the period during which he will have been in the employ of the Transvaal Government, and upon his retirement, the Transvaal Government will contribute to the Funds of the Federated Malay States such proportion of the amount of his pension from the funds of those States as the period of his service under the Transvaal bears to the whole of his Federated Malay States service (including the period so spent as Transvaal Emigration Agent.)
3. As regards Mr. Walter, the Pension Regulations which it is proposed shortly to enact for Weihaiwei contain provisions similar
